Bullistic Bully Boys

I know they look sweet, but don't let their cuteness fool you! Walking these two little terrors is a nightmare - the second they see another dog they go bullistic!! They bark, growl, snarl, snap, leap, lunge and sometimes even fight with each other because they work themselves into a tizzy. Everyone in my town knows who they are! I've tried everything I can think of - I tried a few of Ceasar's techniques, I tried using a can of pennies to shake and startle them, I tried bribing them with treats, I even bought the Gentle Leader but they still go crazy and I'm afraid with them being so small that they may hurt their necks when having a fit and wearing it. When they throw their fits I feel like that mother in the grocery store where her kids are having a meltodown - not fun! But they've embarrased me for the last time because I've started to walk them separetly because it's easier to control one vs two. It's a lot less stress on all of us, even though it takes up alot more time. It's too bad that they can't behave because if I could walk them together they would get longer walks because I'd only be going one time. Plus they'd be able to "have fur friends" in town and maybe have potential playdates... We need help correcting this bad behaviour!
