My Dog Sheltie

Alright well she is about 4 years old and SOOOOO naughty!! and she knows it! She jumps up on the counters to get to any food that she want's. You can't stop her because she does it when you aren't looking and she does it so fast that by the time you notice or hear her doing it she takes off with the food and shollows it whole! She also gets into the cat litter all the time and eats the cats poop! (ewww I know) AND SHE WONT STOP!!! She is very jealous as well. We have another dog that is her sister, we got them at the same time and they are from the same litter and she doesn't like you patting libby when you should be patting sheltie. When eating food, she uses any force to get to eye level with you or at least arms distance (her arms distance) and uses her paw to pull your feeding had to hers so she can pull the food out of your hands!!!!!!!! oh, she also barks at dogs ALL THE TIME!! can never walk her because ppl think that she is going to attack their dog ( she would never bite anyone because some ppl have tried to go near her when she barks and she just runs away from them) but her bark is so mean sounding that ppl think she is about to pounce on them. I love that girl to death and she is like my child but she just does not listen to me at all....Libby (her sister) is not that bad, I mean she listens sometimes and she jumps up on counters as well, but she is such a ppl friendly dog that I don't know how the 2 ended up so different!!!!! PLEASE HELP ME!! I don't know what to do!! i've tried dicipline but she thinks that she is the boss of the house (and she kind of is) lol
